The MCMV Tier 1 is the modality of Minha Casa Minha Vida (My Home My Life) for families with monthly income up to R$ 3,200. In Florianópolis, the program works differently than most people imagine: there is no open list of properties to choose from. Access begins through the Municipal Housing Registry (Cadastro Habitacional) managed by the City Hall, and selection is made by the Municipal Secretariat of Planning, Housing and Urban Development (SMDU).

What Is MCMV Tier 1 and Who Is Eligible

Tier 1 offers the highest subsidy in the program. The federal government covers most of the property value, and the borrower pays an installment proportional to their income—in cases of very low income, monthly payments are nominal.

In the South Region (including Santa Catarina), the interest rate is 4.25% per year, the lowest in the residential financing system. The subsidy can reach up to R$ 55,000 per family.

To qualify, the family must meet all of these criteria at the same time:

  • Gross monthly family income up to R$ 3,200—sum of all members who contribute to household expenses
  • Not own any property in any municipality in Brazil
  • Never have received housing assistance from any program (municipal, state, or federal)
  • Be registered in CadÚnico (Single Registry for Federal Government Social Programs)

Families in vulnerable situations, with female heads of household, elderly people, or people with disabilities have priority in selection.


Tier 1 Developments in Florianópolis

The city has projects at different stages.

The Caeira Residential Complex in Saco dos Limões, on Maciço do Morro da Cruz, has 184 units under construction—it is the main Tier 1 development underway. The SMDU has also mapped municipal properties with capacity for an additional 355 units in different regions of the island, in feasibility or bidding phases.

Tier 1 developments are built by public authorities or contractors hired by the government. The borrower does not choose the property. Selection and allocation are made by City Hall based on vulnerability criteria and registration order.


Who Can Apply: Eligibility Criteria

Before doing the Municipal Housing Registry, confirm that you meet all of the following:

  • Reside in Florianópolis, proven by water bill, electricity bill, rental contract, or affidavit
  • Be 18 years old or legally emancipated
  • Not have any property registered in your name or in your spouse or partner’s name
  • Never have been a beneficiary of any housing program
  • Be registered in CadÚnico—if not yet, registration is done at the nearest CRAS (Social Assistance Reference Center)

Income is verified with documents. Incorrect information or failure to report income results in automatic disqualification.


How to Do the Municipal Housing Registry

Registration is free. It can be done online or in person.

Online: Visit app.aprova.com.br/florianopolissc, log in with your GOV.BR account (CPF + password), fill out the form with data for all family members, attach documents (ID, CPF, proof of income, proof of residence), and save the protocol number at the end.

In person: Schedule an appointment through the website agendamentoprocidadao.pmf.sc.gov.br or directly at SMDU. Bring original documents for all members: ID, CPF, proof of income, proof of residence, and for families with people with disabilities, medical certificate with ICD code.


What Happens After Registration

The Municipal Housing Registry does not guarantee immediate property. The goal is to formally register demand and create the waiting list for when developments are ready.

After registration, your family enters the SMDU database. When a development enters the selection phase, City Hall calls families by phone or registered email, based on vulnerability criteria and registration order. Those called undergo document verification before signing the contract.

Keep your information updated. If your income changes, if you move to a different address, or if family composition changes, update the system to avoid disqualification.


Frequently Asked Questions

Can I apply to more than one program at the same time?

Yes. Florianópolis’s Municipal Housing Registry covers both MCMV Tier 1 and the municipal program Floripa para All (Floripa for All)—for families with income up to 10 minimum wages. A single registration records demand for all programs.

What is the timeline to be selected?

There is no set deadline. It depends on property availability and your position in the queue. Families in vulnerable housing situations or with female heads of household have priority.

Do I need to pay any fee to register?

No. The Municipal Housing Registry is free. Be wary of anyone or any company that charges for registration or promises to secure your place in the queue.

I have FGTS—does it help?
