Minha Casa Minha Vida in Florianópolis: Current Projects, Floripa para All, and How to Participate

Local guide to MCMV programs in Florianópolis: Complexo Caeira, Floripa para All municipal program, housing registry, and how to apply for affordable housing programs in 2026.

Gran Mall Tech lançamento florianópolis

Florianópolis has one of the most expensive real estate markets in southern Brazil — and this makes access to affordable housing a real challenge for thousands of families who live and work in the city. Minha Casa Minha Vida (MCMV) exists at the federal level, but the city also has its own municipal housing program. And the local rules for participating are different from what most people imagine.

This guide brings together everything you need to know about affordable housing in Florianópolis in 2026: current construction projects, the municipal Floripa para All program, and how to register with the city’s housing registry.

Why is it difficult to access MCMV in Florianópolis?

The price of land in Florianópolis makes almost all projects in Tiers 1, 2, and 3 of MCMV impossible within the island’s boundaries. The property ceiling for Tier 3 is R$ 400,000 — a value below the average price in any consolidated neighborhood of the city.

The estimated housing deficit in Florianópolis reaches 23,000 to 24,000 units for low-income families, according to the Municipal Government. The Municipal Social Interest Housing Plan (PMHIS), prepared in 2012 and updated by Law 3.841/2024, foresees 7,500 units for families with income up to 3 minimum wages — and 14,530 units through public-private partnerships. The current Floripa para All is the most concrete attempt to achieve these targets.

This does not mean MCMV does not exist in Florianópolis. It means it works differently: projects are scarce, enabled on public land or in areas where urbanization costs justify the program. For families earning above R$ 9,600, the MCMV Tier 4 (Middle Class) is the most realistic path within city limits.

MCMV projects under construction in Florianópolis

In 2025 and 2026, Florianópolis has begun receiving new MCMV contracts after years without new projects. The projects below were contracted or identified for contracting with resources from the Residential Lease Fund (FAR) — a modality exclusive to Tier 1.

Complexo Caeira — Maciço do Morro da Cruz

Complexo Caeira is the first MCMV project with FAR resources contracted in Florianópolis. Caixa Econômica Federal formalized the contract in April 2025, with an investment of R$ 32.1 million.

  • Location: Maciço do Morro da Cruz, central region of the city
  • Tier: Tier 1 (family income up to R$ 3,200/month)
  • Units: 184 apartments in 6 blocks of 4 stories
  • Private area: up to 54.06 m² — 2 bedrooms, bathroom, living room, balcony, kitchen, and laundry area
  • Price per unit: R$ 169,400
  • Delivery timeline: 18 months from contracting (expected: end of 2026)

Other sites mapped for Tier 1

The Florianópolis Municipal Government identified five sites with Caixa’s technical approval for MCMV Tier 1 projects. Complexo Caeira is already under construction. The others are awaiting selection by the Ministry of Cities:

For these Tier 1 projects, registration is not direct with Caixa — it must go through the Florianópolis Municipal Government. The municipal housing registry is the entry point.

Floripa para All: the city’s housing program

Launched in September 2025, Floripa para All is the largest municipal housing program in Florianópolis in decades. The model is a partnership: the Municipality provides public land as an equivalent to the property down payment, and construction companies execute the works with financing from Caixa Econômica Federal.

Who can participate

The program serves families with income from zero to ten minimum wages, in three modalities:

ModalityFamily incomeHow it works
MCMV — Low income0 to 3 minimum wagesFederal subsidy + municipal land + Caixa financing
Floripa para All — Popular3 to 6 minimum wagesMunicipal land as down payment + Caixa financing
Assisted market6 to 10 minimum wagesMunicipal land + standard Caixa financing

The central logic is simple: public land eliminates the largest cost of a property in Florianópolis. The beneficiary finances only construction, with monthly payments lower than if buying on the open market.

Mandatory requirements

  • Live in Florianópolis for at least 5 years
  • Be registered in the Municipal Housing Registry
  • Be 18 years old or legally emancipated
  • Not own any registered property
  • Never have been a beneficiary of any federal, state, or municipal housing program

Selection criteria

The social worker analyzes each application based on:

  • Families headed by women
  • Seniors over 60 years old
  • People with disabilities
  • Families in situations of socioeconomic vulnerability
  • Family composition size

Phase 1 projects — South Island

The first call for Floripa para All was published in December 2025. The four sites are on the South Island and total 658 housing units — aimed at families with income between 3 and 6 minimum wages:

The municipal target is to deliver 800 units in the initial phase and reach 3,000 homes over the next 5 years, in 11 neighborhoods: Campeche, Estreito, Ingleses, Vargem Grande, Coqueiros, Tapera, Saco Grande, Canasvieiras, Cachoeira do Bom Jesus, Vargem do Bom Jesus, and Barra da Lagoa.

How to register with Florianópolis Housing Registry

Frequently asked questions about affordable housing in Florianópolis

Can I participate in MCMV in Florianópolis without having lived 5 years in the city?

The 5-year residency requirement is specific to Floripa para All and the municipal selection process for Tier 1. For MCMV Tiers 2, 3, and 4, the requirement is only to prove residential or professional ties to the city — with no minimum time period.

How many affordable housing units are being built in Florianópolis?

In 2025–2026, confirmed projects total 184 units under construction (Complexo Caeira) and 658 under bidding (Floripa para All — Phase 1). The other 4 Tier 1 sites awaiting selection by the Ministry of Cities could add another 355 units.

Is Floripa para All the same as MCMV?

Not exactly. Floripa para All is a municipal program that uses MCMV as a financing instrument for the lowest income tier, but creates its own modality for families earning 3 to 6 minimum wages — who normally would not have access to federal subsidy. The differentiator is that the Municipality provides the land, reducing the final cost of the property.

What happens to people registered in the registry who have never been called?

The registry does not have an expiration date, but your information must stay current. Families registered more than 2 years ago without updating their information may be overlooked in calls. Access the portal periodically to confirm or correct your information.

Next steps for those seeking housing in Florianópolis

The affordable housing landscape in Florianópolis changed in 2025 and 2026. Two parallel paths are now open: the municipal housing registry for families earning up to 6 minimum wages who want to monitor Floripa para All calls; and MCMV Tiers 3 and 4 for families earning above R$ 5,000 who want to finance a property on the open market.
